      That's because ocean air smell is gas caused by bacteria from decay products. Supposedly that is how some animals find the ocean for food. Which would make sense when you consider all the sea gulls at the dump, which is a long way from the ocean, over 20 miles. It has been windy the last couple of days.   I live here in New England. I can smell the ocean when the wind is blowing in my direction. But opposite, then the traffic, depending on if it is a warm day. When I visited Santa Monica beach near LA, I smelt no beach!!! The smell might also be influenced by industries in the area and if they are dumping anything into the water. (Poo on them!).

    My first thought is that the "dead air" or stuffy room smell is due to a higher concentration of CO2 then comfortable. Opening a window lets in more oxygen wish is refreshing. Kinda like how water tastes amazing when you are dehydrated, but its taste is neutral when you're properly hydrated.   The two answers below are very good and generally encompass most of the smells one can get of the ocean when going down to the beach.
